Invest in the capabilities your organization actually needs
Identify workforce gaps, prioritize development and build a focused learning plan.

Before selecting a course, understand the problem the learning should address. An AGILE-HRP® training needs assessment engagement helps organizations examine the difference between current capability and the knowledge or practice required for their priorities.
A focused assessment gives learning decisions a clearer basis. It helps you identify who needs development, which competencies deserve attention and how a learning initiative could support the work your organization needs to perform.
Start with the performance question
What needs to improve, for whom and in which working conditions? The answer may involve leadership practice, HR capability, project coordination or a combination of factors.
Some performance issues also involve unclear responsibilities, inadequate resources, process design or management decisions. An assessment should distinguish the contribution training can make from issues that require another organizational response. This keeps the learning investment focused and expectations realistic.
When an assessment is useful
-
A new strategy introduces responsibilities your workforce has not previously performed.
-
Managers are requesting training without a clear view of the underlying gap.
-
Different departments need a more consistent level of practice.
-
A system implementation or operational change creates new capability needs.
-
Your organization wants to prioritize a limited development budget.
-
You are considering a certification pathway for a group of employees.
Examine needs at three connected levels
A comprehensive view ensures your learning investment is aligned, relevant and effective.
-
Organizational priorities
Review strategic objectives, operating changes, stakeholder expectations and the risks that make particular capabilities important. Identify the desired contribution of the learning initiative and the sponsorship needed to support it.
-
Roles and responsibilities
Identify the tasks, decisions and interactions expected of the relevant roles. Consider the knowledge, skills and professional behaviors needed to perform those responsibilities effectively.
-
Participant readiness
Explore the audience’s current knowledge, experience, confidence and access to development. Consider differences between groups so that learning is pitched at an appropriate level.

Agree an assessment approach that fits the scope
An engagement may draw on sponsor discussions, role descriptions, questionnaires, facilitated workshops, relevant existing performance information and targeted knowledge or scenario activities. The proposal should identify the methods, participants, information required and expected outputs.
Self-reported confidence can be useful, but it should be interpreted alongside other evidence where available. An organizational training needs assessment is not automatically an individual competency certification, psychometric evaluation or employment suitability decision.
- Sponsor discussions
- Questionnaires
- Role descriptions
- Facilitated workshops
- Existing performance information
From initial brief to development priorities
A structured and collaborative process that turns insight into action.
-
1Define the purpose
Agree the business question, workforce groups and decisions the findings should support.
-
2Set the scope
Confirm the evidence sources, participant involvement, schedule and information-handling arrangements.
-
3Gather and review information
Examine the available evidence and identify recurring capability themes.
-
4Prioritize the needs
Consider their relationship to organizational objectives, role importance, urgency and feasibility.
-
5Recommend a development response
Connect priority needs with suitable learning objectives, audience groups and possible delivery approaches.
Make the findings usable
Depending on the agreed scope, the outputs can include a summary of priority capability gaps, a role-based development matrix, recommended learning objectives, suggested cohort groupings and a phased training roadmap.
An evaluation plan can identify how progress might be reviewed through knowledge checks, relevant work samples or manager observations. Any organizational performance measures should be agreed with the sponsor and interpreted in context; training is one influence among several.
-
Priority capability gaps
A clear view of the most important capability gaps to address.
-
Role-based development matrix
A structured view of required competencies by role.
-
Recommended learning objectives
Practical and measurable objectives aligned to identified needs.
-
Phased training roadmap
A sequenced plan to build capabilities over time.
Agree what information is needed, who can access it and how findings will be reported before collection begins. Use aggregated or anonymized examples where appropriate and avoid sharing unnecessary personal or confidential information in an initial enquiry.

Frequently asked questions
Get quick answers to common questions about training needs assessments.
Do we need an assessment before every training program?
Not always. A clearly defined requirement may be ready for program scoping. An assessment is particularly useful when the audience, capability gap or desired response is uncertain.
How long does an assessment take?
Timing depends on the number of workforce groups, evidence sources and review activities. The proposal should set a realistic schedule after the scope is understood.
Will every gap result in a training recommendation?
No. Findings may identify issues involving processes, resources, role clarity or management support that learning alone will not resolve.
Can the findings support our certification planning?
They can help identify relevant development priorities and potential credential pathways. Individual candidates must still satisfy the requirements of any certification they pursue.
